RCIP
The Rural Community Immigration Pilot (RCIP) is a Canadian permanent residence pathway designed to help designated rural communities address labour shortages by connecting local employers with skilled foreign workers. The program supports economic growth by enabling eligible employers to hire qualified international talent when local workers are not available.
Unlike many other immigration programs, RCIP is employer-driven. Applicants must first secure a genuine full-time, permanent job offer from a designated employer in a participating community before they can be recommended by the community and apply for permanent residence.
Participating Communities
RCIP is available in several designated communities across Canada. We currently provide services for applicants and employers in participating communities, including:
• Sault Ste. Marie, Ontario
• North Bay, Ontario
• Timmins, Ontario
• Thunder Bay, Ontario
• Sudbury, Ontario
• Brandon, Manitoba
• Altona/Rhineland, Manitoba
• Claresholm, Alberta
• Pictou County, Nova Scotia
(Additional communities may be added as the program expands.)
RCIP Process
Assess the applicant's qualifications and determine RCIP eligibility.
Review work experience, education, language requirements, and settlement funds (where applicable).
Assist employers in becoming designated under the RCIP program.
Prepare and submit employer designation applications and ensure compliance with program requirements.
Ensure the employer issues a qualifying full-time, permanent job offer that meets RCIP requirements.
Prepare and submit the community recommendation application.
Communicate with the economic development organization and respond to any additional document requests.
Prepare and submit the permanent residence application to Immigration, Refugees and Citizenship Canada (IRCC).
Assist with supporting documents, forms, and application review.
Guide eligible applicants in obtaining an RCIP-specific work permit while their permanent residence application is being processed.
